Mayor Oscar Bulloney is a lavender furred anthropomorphic bull with a thick white moustache and eyebrows wearing a teal jacket and light green top hat, he is the corrupt greedy power hungry money grubbing mayor of Cowtown and one of the series main antagonists, he owns almost all of the land in cowtown tumbleweed saloon being one of the few he doesn't own. He's also a judge and uses this to make sure his allies won't stay behind bars for long.
Along with BootHill and Saddle Sore is one of the only few people who knows the secret identity of the Masked Bull since both are allied in their evil purposes, and hates Marshal Moo Montana and his posse because they are the reason of every one of his fiendish schemes (for personal profit, thirst of power and public image) got thrawted and backfired by them in the end, the reason he's still mayor is because he rigs the election every year showing he has no sense of fair play or honor he's also a hypocrite as he shows contempt to people who cheat at poker even though he cheats himself. In "Another Fine Mesa", it's revealed he's so afraid of having Lily Bovine run against him that he's willing to have Moo Montana return to cowtown just so she won't enter the election.
